WASHINGTON, D.C., May 20, 2026 — Common Sense America (CSA) President and Founder Steve Crim issued a statement following President Donald J. Trump’s summit with Chinese President Xi Jinping in China.
“President Trump has consistently demonstrated his commitment toward recalibrating our economic relationship with China, holding Beijing accountable for decades of trade manipulation and predatory manufacturing practices. As the Trump administration works to implement the high-level agreements reached in Beijing, it must not miss the opportunity to protect American supply chains and workers by addressing the threat of Chinese overproduction of cement.
“Beijing weaponizes global markets from both ends—by withholding the rare earths and critical minerals the U.S. needs, and by using its potentially disastrous cement overcapacity to threaten our domestic industries and infrastructure. The U.S. must not become the backstop for China’s potential real estate-driven cement influx, which would undercut U.S. production and give Beijing dangerous leverage over America’s bridges, highways, homes, buildings, energy infrastructure, disaster relief response materials, and more.
“It is time to enforce truly reciprocal trade by expanding Section 301 investigations to stop a foreign cement deluge. Washington must act decisively to guarantee our security with American-made materials.”
China’s Unique Capabilities to Undermine U.S. Infrastructure
American Foundations released a fact sheet on China underscoring the national security risk that Chinese cement overproduction capacity poses to U.S. markets. As the largest cement producer globally, even diverting a minor percentage of Chinese cement to the U.S., which imports over 20% of the cement we use, could lead to adverse impacts if the quality of the cement does not meet our standards.
