WASHINGTON, D.C., March 18, 2026 — Common Sense America (CSA) President and Founder Steve Crim called on Congressional leaders to support policies in this year’s Water Resources Development Act (WRDA) that revive America’s manufacturing and construction industry.
“Projects constructed as a result of robust WRDA investments can provide the American people with stronger, more resilient infrastructure — but only if we use American-made construction materials that last,” wrote Crim, who leads the American Foundations project. “These projects will benefit infrastructure nationwide, including ports, waterways, water management systems, flood protection structures, and more.”
American families, communities, and businesses rely on critical WRDA-related infrastructure to transport commodities, guard against floods, generate power, and supply water. Congressional action can ensure that this infrastructure is built or repaired with high-quality, domestically manufactured materials, especially cement.
Crim continued: “America’s water infrastructure is directly tied to the success of our economy, the safety of our communities, and the health of our people… But we can’t successfully build, repair, or modernize any of these essential structures without reliable, trusted, and high-quality American-made cement.”
The letter ended with a call for Congress to improve water-related infrastructure through policies that promote “Buy America” standards, enhance quality assurance for imported materials, and increase import transparency for construction projects using federal funding.
Crim concluded: “We strongly urge Congress to adopt policies in this year’s WRDA legislation to incentivize the use of American cement for all water-related infrastructure projects… Let’s usher in this construction renaissance by building on a strong foundation of U.S.-made cement.”
